As far as mobile conversations are concerned the world is moving into 3G generation(2000MHz frequency) spectrums from 2G spectrum (1900MHz to 1999MHz frequency) spectrums that verizon, cingular and others had acquired at a cost of billions of dollars by direct bidding from FCC and from others that bought from FCC by direct bidding with a view to make a buck by trading and hence did not put them to use. One such Company was Next Wave Communication.

But the Wireless Internet access service has not gone into 3G era. It is stuck in the 1st generation way of accessing the web like hot spots and 802.11 chip equipped laptops although technology can be developed so that these, mobile phones, that use 3G spectrums to deliver voice communications, can also be used to access the internet.

For enabling the mobile phones to access the internet, all that is necessary is to rewrite the way internet service is delivered so that it's no longer necessary for the server to send documents and files to clients. If this is done a mobile phone, in the form of a handset that can send a text message, could be used to access the internet.
